In the 20th Century, as the Cold War era that had been a bipolar threat for the entire world was over in the late 1980s, terrorism became the primary security issue for all governments. Although terrorism has had a special place in the governments’ agendas in the new era, meanwhile, countries have experienced a new phenomenon, “transnational crimes” that is deemed to be the uncontrolled result of the globalization process. Organized crime groups have been operating in different fields, primarily in drug trafficking, by using their transnational criminal networks. Increasing number of criminal organizations and diversity of fields they operate in have weakened the fight against them. Unlike the law enforcement agencies, there are no obstacles in front of organized crime groups preventing them from developing networks and cooperation among each other. Therefore, in order for an efficient/effective fight against transnational crime, it is necessary to give a paramount importance to cooperative national and international training programs and field research.
